The Victorian Infrastructure Delivery Authority (VIDA) is reshaping the way major projects are delivered – and there’s big opportunity here for the steel supply chain.
Born from the push to ban the export of waste materials and supercharged by Victoria’s Big Build, VIDA’s Recycled First Policy has already seen 5.8 million tonnes of recycled and reused materials flow into road and rail projects. Now in 2025, the policy is going even bigger – covering waterworks, hospitals, schools, and public housing.
Add to that VIDA’s Transport Infrastructure Decarbonisation Strategy – a roadmap to net zero by 2045 – and we’re looking at a major shift in procurement expectations. Circular economy. Lower carbon. Smarter design. All backed by government policy.

Duy leads the industry development stream for ecologiQ, a Victorian government initiative to implement the Recycled First Policy into Victoria’s Big Build. Duy works with industry to remove barriers and support suppliers bring sustainability innovations into major infrastructure projects, building supply chain capability for a thriving recycled and reused material market.
